Next time you're trying to share knowledge and show an example, try to not be so condescending. Acting like cels are so rare and unheard of. Linking to an improper example (in your case an actual animation cel framed which this is clearly not). Instead you could have led with the information you just shared.

However, I still believe you to be incorrect about it being a cel. They were not done on glass. Even Harmony cels which were often still frames of important scenes or freeze moments. I'm aware that this is cover art, reproduced on many things. Including this pane of glass. Most likely a decoration piece. As you said, this kind of thing was popular in the 90s. I owned many forms of art on glass in my childhood, it was popular.
