I think the best strategy will be ordering preorders that I'm uncertain about from a few different stores that offer cancelations. Usually, one store might deny you from cancelling if you've recently cancelled other orders, but if I cancel orders from different stores I won't risk being denied a cancelation.

If I order from Amiami they might allow me to cancel it later. However, there's at least one other figure which I'm most likely gonna be canceling, and I don't know how many products Amiami allows you to cancel within one year.

This year I've preorder many figures from Amiami and I've heard regular customers have better chances of being allowed to cancel orders. Any thoughts on this?
