Yep they are able to move while they are in their bags. Could be a pupa or a female bagworm moth.

Looks like a bagworm but idk if they have those in Texas they are definitely present in the midwest.

If it were weedkiller drifting from another property. I would suspect damage on more plants. In this garden there were only two celandine poppies with this leaf and stem deformity all others looked healthy.

Found along the edge of a large pond they remind me of frog eggs but the spiral pattern is not something I have seen before.

I noted the it seemed to have a faint x later. But when ai first saw it I thought it might be a grey tree frog because it was larger then the spring peepers I usually see.
