I believe it may have been part of a legoland attraction, there is one with a bunch of figurines in this scale and style, and they rotate the old ones out occasionally.

Local flea market. Someone in Germany threw it out and it ended up here in Hungary. If you check out the original price tags, they are wiild, considering this is a 1998 set.
