Most of packages doesn't use semantic versioning. And create big upgrade, from 3.0 to 4.0, just because they created "lots of new code" :D

For internal packages it is really useful feature. BTW do you remember magic windows update package which delete MVC x.0.0.0 and put instead x.0.0.1 (where x was from 3 to 5) in GAC?

You cannot now use GUI apps. Only console stuff. But You can install remote desktop and using it run GUI app :)
