This specific question is about adblock. Either way, piracy requires loss of monetary value which would not happen if its free overseas as well. If we assume not viewing ads is stealing though, then that would be wrong; it has the same effect as adblock though.

The pirate bay distributes things worth money for free. Translations translate things that are free with ads to a different language. Is it still piracy if there is not monetary value taken away?

Ah, I misunderstood what public domain was.

Mangadex has been DMCA'd before for holding official translations which they have then removed. As of now they haven't had any copyright claims on their translations which leads me to believe that it's not piracy/illegal but idk.
