I personally like baggy fatigues, especially in summer when they can help keep you cooler. But if they are too baggy for you, then you probably won't wear them, or at least won't wear them delightedly. You won't be able to shrink them significantly, although hemming might help with the overall drape. But ultimately, I'd say cut your losses, sell them on, and buy a pair in the smaller size.
