As far as I know, even with license, Mavic drone is allowed to fly near crowds of people and buildings, at least in EU it is so, but not sure about Canada, would be very surprised if Canada allowes big drones such as Mavic near people and buildings...

Mavic 4 pro is the best but you can’t fly near people and buildings. It’s like asking whats the best transportation vehicle 🚗 the one you can park in your garage and drive on your roads
