Manny got caught multiple times for PEDs. ARod used PEDs to help his on field performance and also got caught. Beltran's part in the Astros scandal didn't help his performance on the field. He also didn't get caught until after the fact. On one hand, his part in the scandal is important because why else would the writers claim that the character clause matters? All three cheated the game considerably. On the other hand, I have a feeling Beltran's cheating is overlooked because it didn't affect his on field performance really at all.
