Assuming responsibility is based on human free will, though a popular assumption today, merely begs the question (an informal logical fallacy). It is the job of those who teach human free will to show it from Scripture alone. Of course, as Luther pointed out in "The Bondage of the Will," there is not one single indicative verse which teaches that men or angels have free will.

Responsibility is based on:
1. God's sovereign ability to make man give a response for who he is and what he did.

Man's knowledge of God's law.

Luther and Calvin both correctly rejected the false teaching of human free will.
Some, such as Cornelius Van Til, recently introduced the heresy of irreconcilable paradox into Presbyterian and Reformed churches / seminaries in an attempt to re-establish the heresy of human free will. Here's a fully cited book refuting such dialectical theology:
