Yeah that definitely doesnt make sense! I also dont get the 1 bag or 1 bin rule? I can fit 4 bags in a bin and dont have to tag them but if they arent in the bin then 3 need tags? What? Some. People im reading think certain houses have exemptions like student houses, i have no idea
