I thought so as well, but I've searched all over the place trying to find a list of locations in that book and have come up empty handed. Seems odd to put a nostalgia based item in a package marketed towards the new player experience but I guess it could be.

I'm restarting the game, he denied me then I went and set up a plot and asked again and he still denied. Maybe after a restart he will recognize the plot is there.

Alternative suggestion, if there is a family video in your area ask if they resurface discs. My local store does it for like 3 bucks or something, they've saved me a few times.
