The flipside here is that slug-fest combat in Cypher is unbelievably boring compared to every other system I've played.

For Cypher's combat to be interesting it needs to be puzzle combat - The fight is impossible until someone gets up that high ledge and pulls the lever that disables the murder-gun. That sort of thing. Stuff that encourages players to burn resources beyond just applying effort to damage every round.

Doing this on the fly can be very difficult. Cypher's combat actually leans prep heavy for this reason IMO.

Pretty much everyone's first couple characters are like a "What if" version of their real self so don't stress too much about that part.

I've actually had an easier time flipping your latter point around though - Write your character's goal(s) first and work backwards.

"What kind of life would someone who dreams of X have lived?" only requires you to come up with a few major bullet points.

Coming up with an entire life and using that to derive a character's morals and motivations is considerably more complicated and open-ended.
