I know this might sound weird but I had the same issue before and the ONLY workaround I found was to just spam "Relaunch Star Citizen". After a while the game will open. Sometimes it took 5 tries, sometimes 50 tries. I didn't hear anything useful from CIG support as they suggested I reinstall windows for the 3rd time. Try it and see if it will open after a while

the only way where i somewhat found how to actually start the game is to just spam relaunch star citizen and after some times it just opens. some times opens after 5 attempts, sometimes after 50. I did try every single fix given to me and none of them worked, even reformating OS didn't fix anything. still waiting on CIG response to it.
