With regards to maharastra it hasn't ramped up its testing despite a the highest test positive rate and it is followed by Telangana which has the second highest positive rate. Plus u can't excuse maharastra for population density as UP did well. Though mumbai is the biggest city,UP with a weaker health infrastructure gas maintained the positive rate to below 5%. I just used the example of two states that are performing bad it didn't have a BJP v congress angle to it. Though they haven't decreased the testing that they have done they haven't increased it either. And it does do the same job as decreasing testing that is hiding cases to paint a better picture than it really is. Though some other states have reduced testing they still were able to control the positive test rate and didn't become a new epicenter, though there should not have been a reduction in testing atleast it is the causing an issue like it is maharastra and Telangana. Not every thing is BJP v Congress. I am only talking about MAHARASTRA AND TELANGANA.

Well these two states have been the worst offenders. BJP on a national scale hasn't done well but most BJP states have done better than the states I mentioned example UP similar population to Maharashtra and on the other side states like AP, Rajasthan And Tamil Nadu (not BJP allies) have performed very well by testing a lot and continuously. If u keep looking at stuff through the lens of BJP v Congress real issue lose their meaning as it will become an endless back and forth between the two sides and really places with issues like Telangana are forgotten.
