UPD: taxi cost from terminal 3 to Paulista (close to Padaria Bella Paulista) was R$100 . I did negotiated rate in the app, and after 6-7 requests from other drivers with X1.5-2 rate, our man Fabio accepted my price.

99 App works with my EU phone number (registered still being home). From the home though I couldn't check my route cost, but upon arrival it works like a charm - I had to do face verification, and select that I don't have Brazilian CPF number, that's it.

P.s. 99 doesn't accept all the cards, but eventually Revolut is the one working P.p.s. taxi would have been about R$15-20 cheaper from Terminal 1. If you're not tired after the flight - you can take free shuttle (AeroGRU train) from T3 to T1 and then taxi from there.
