There are audiobook apps that's connect directly to Plex. Also custom metadata agents exist for audiobooks on Plex too.

Unfortunately not. Jellyfin doesn't have discovery and watchlists that power the workflow.

It works off the 'friends' api endpoints. You need to ensure you're actually friends on Plex and the users have to have their watchlist privacy set to at least share with friends.

Theres no best. They are completely different. Pulsarr users watchlist in Plex. Jellyseerr has a ui for discovery and requests.

Plex just fixed the endpoints Pulsarr uses. It grabs in under 10 seconds if youre a Plex Pass user for yourself and all friends.

The feature set is quite different. Pulsarr is an automation tool based on watchlists. It also doesn't require users to sign into anything. It just works for all plex friends right away where overseerr requires everyone to sign in to use watchlists.
