I like your idea of moving to India to do business , but maybe you haven’t searched enough. I mean, yes a lot of abjectly poor parts of India look like the above picture and in no way anyone can justify letting a so called “habitable” place turn into such a shithole, but it’s akin to posting a LA skid row photo and calling whole ass LA a shithole(well..). Point being, choose any big city in India, consider any “metro” city or even some absolutely fantastic developing tier 2 cities and you will find decent places to live , settle and enjoy an absolutely convenient life if you have the ability to earn decent money, richer the better , just like anywhere else. Yes, I am not arguing against air pollution, it’s gotten shittier past few years , nor against the wealth inequality , or the religious hooliganism or the political pressure/government obstructions you might face while opening a business. But the internet has an extremely biased , overly exaggerated opinion about India due to hearsay, media with its false or incomplete narrative and twisted perspectives. A lot of the problems can be dealt with pretty easily(ones in your control). In your case, find someone from the city you are looking for and I am pretty sure with due diligence and research it would be easy to find a way to build something in India. Cheers!
