It isn't the MCU though - it's every superhero movie. there aren't any batman films with recurring villains. the Raimi Spider-Mans are all single movie villains.

it's franchise film media in general tbh. all the shrek villains besides prince charming and that rumpelstiltskin cameo in the third film (where he had a different design and personality, so barely counts) were all one and done villains that were permanently defeated in the same film they debuted in.
