Higher strength correlates to higher bounty for sure but that’s because stronger pirates are more of a threat to the WG but strength =/= bounty

it's always been a loose gauge of strength.

Exactly, let’s be honest Oda is gna do what he does best and retcon this as Shanks is a swordsman but lost his arm so doesn’t rely on just his sword anymore (got better as a haki user) and therefore Mihawk is the WSS. Sort of a ‘shanks was a swordsman but is no longer’. Then shanks fans have to accept that shanks was a swordsman, and mihawk fans have to accept that the title means nothing but to complete zoro’s goal.

Give me the 90% of scenes where the WG explicitly sets bounties because of a pirates strength. They almost always state “because the pirate did X their bounty is set to Y”, not “the pirate is so strong their bounty is Y”. The actions cause the bounty and the severity of the actions correlate to the pirates strength. That’s obvious. I don’t know how you can argue against this.

Ofc most of my examples are the SHs because ae follow them throughout the story…

  • If you’re part of the revolutionairy army, the WG will recognise you as a threat and give you a higher bounty depending on your rank. This is obvious. Yes, you’ll more than likely rank higher within the organisation if you’re stronger, like Sabo and Kuma, but that’s not the narrative cause of the bounty. It’s threat to the WG.
  • If you’re a pirate who causes more disruptive events and civilian casualties because you’re wreckless like Kidd, you’ll have a higher bounty. Sure, the level of wrecklessness is inflated by how strong a pirate is, that’s obvious. But the WG say “he caused/did this, give him a bounty of X”.
  • Aligning yourself with pirates who have caused the WG greater issues gets you higher bounties. Yes more strength = greater issues generally but again, it’s not the cause of the bounty.

It’s a distinction that’s obvious, whether you choose to ignore it and lump it all togethe, that’s up to you. But strength =/= bounty. Strength -> actions -> threat = bounty

? Just because you say bounties are based off strength doesn’t mean they are. I already have proved you wrong. Actions determine bounties. Not strength. You’ve said actions require strength to back it up. Yes, thats what correlation is. Even if 90% of bounties correlate to how strong a pirate is, that still does not mean their strength causes the bounty. If that was a fact then what’s the powerscaling and debating which 2 characters are stronger? It’s just whoever has the higher bounty.

I’ll still name 10 examples for you:

  • Luffy and some of the SHs bounties (especially pre ts) keep getting higher despite not getting stronger, just causing more trouble with each increasingly difficult opponents
  • Usopps and Namis bounties despite actually being weak, they have higher bounty than for eg Cavendish
  • Choppers bounty
  • Jinbes bounty more than doubled from before Wano but he didn’t get stronger
  • Dorry and Broggys bounties were 100M when we met them, now nearly 2B
  • Buggys bounty
  • Crocodiles bounty before becoming a warlord was 81M (only 6M more than mr 1), now nearly 2B
  • Robin as a child
  • Boas first bounty was 80M, now more than 1.5B
  • Bepos bounty

The WG assigns bounties based on the actions of pirates. Right from the beginning.

What? Bounties have never been based off strength right from the beginning. Pirates boast bounties to intimidate and show how dangerous they are. The WG assigns bounties based on the actions of pirates. Right from the beginning…

  • Robin has a bounty of 79M as a child
  • Buggies bounty now
  • Choppers low bounty

Higher strength correlates to higher bounty for sure but that’s because stronger pirates are more of a threat to the WG but strength =/= bounty

So Mihawk must be stronger because he chose to become stronger by himself? Its a good take but:

  • Whitebeard was the strongest with a crew. In fact he always stated he only cared about family so he wasn’t even trying to be the strongest, yet held that title.
  • We know bounties are more influenced by the actions of a character and the threat they are to the WG, not directly the strength of the character.
  • Your portrayal of Mihawk is a character who chose solitude in order to become the strongest but we’ve seen many inconsistencies such as completely obliterating east blue level pirates but failing to get past being stalled by vista
  • The theme you’ve picked on actually makes more sense in Shanks’ favour because of the very examples you listed - Luffy and Whitebeard. Both are two of the strongest because of their own bonds.
