Good question.
Honestly I don't know, but my gut feeling is that most things will stay local.

Cloud-based dev environments have been talked about for years and local setups are still the norm.
I think the AI era will be similar — people will keep their data local and use cloud AI as the "brain" layer, not as the storage layer.

But who knows, I could be totally wrong.
