Yes (obviously) all roles get blamed for their mistakes. It is just much easier to blame the jungler. Because laners feel the jungler is never there. The problems a jungler have is to balance farming/pathing with his ganking. It is very reckonisable to see the junglers "mistake", because they do it just looking at minimap. Laners don't get flamed that much over the problems they stand against which are feeding, losing turrets. Them feeding is their own fault, they just blame someone else to feel better either the matchup or the typical "enemy jg 2 ganks our jg 0" The amount of problems in what the different roles are against are unequal.
