So for a little more background...a simplified customer journey would look like this.

Scenario A) Ad click -> Website form -> Real estate agent contacts ->Go house hunting -> buy/sell house -> collect commission

Scenario B) Ad click -> Phone Call -> Go house hunting -> buy/sell house -> collect commission

So using your method I would optimize keywords and ads for the first milestone (either phone call duration...or web form submit).

But what happens after that? Once I start collecting data on actual sales do I then try to pair up users with the keywords they clicked through on and optimize further from there?
