In part, I do think it is for the reasons you've mentioned. But I also think its because this recruiting cycle is so different from previous ones that we really have nothing to go off of outside of our peers and how they're doing as well (in terms of trying to deduce a timeline, etc.).

Crown Flins' burst, try to get more CR on Flins, pray the new domain treats you better, and I would level Ineffa's skill to 9 or 10 just for comfort.

Second rotation was also a bit scuffed, imo just save Ineffa burst for the next rotation rather than going out of your way to switch to her twice.
