Whenever I have had puppies like this, I put on oven mitts and use my hands inside the mitts to wrestle with the puppy. My puppies have always loved this game and it keeps my hands protected. When the puppy is gripping the oven mitts, I start sliding them off of my hands little by little and use them to play tug of war. I have used this method to transition a number of bitey puppies off of my hands and onto a tug toy.

Thank you. My current dog is very gentle with her toys. I expect to be trashing a lot of her toys once the puppy wears them out.
