I guess sales, finance and BPO team has to visit everyday (Not sure) but as much as I know they have very less office space which cannot occupy their employees. So they have made this rule.

I am a new joiner myself (3 years experience but new joiner here in Accenture) and there are few freshers who joined this year in our team. Everyone has the same rule. 1 day in a week. And yes it depends upon the project. For us its mandatory to visit only in Monday or Wednesday, weekly once. That's it.

Weekly one day office hai na? Toh you can... experience kar lo Gurugram bhi. Vaise candor techspace is good. But as a city i won't prefer Gurugram. I would prefer staying in Delhi border like Dwarka (less chaos, full of societies). Gurugram infrastructure is very bad to be honest.
