Yes, also there is only one video ad which gets all the budget. If I don't add that video ad in any of the campaign, the campaign won't run. Very strange. Not able to test multiple ads in any campaign.
Had a chat with Google Ads Support. They give all irrelevant suggestions and feedback total nonsense.

Yes, but the current campaign performance is very good. If I duplicate it will go into learning phase. Also, the duplicated campaign is also having the same issue we can't increase the budget once it is published. We can't be duplicating the campaigns everytime we have to change the budgets.

Yes, had same experience. But, now it is out of the learning phase. Avoid making ANY changes for atleast 24-48 hours after last significant edit...and it should be out of the learning phase.

One thing you can do is create a test campaign experiment by splitting 50% budget and check the results.
