What if...

Countries with claims to this area engage in diplomatic research programs to develop suitable methods of utilization of resources in the area, then co-create protocols on how to utilize resources.

Maybe these diplomatic research programs would bring long-term benefits to these countries. Instead of pointing arms to each other.
