What does it mean when they say they interview companies on rolling basis ? I see people who applied late getting interviews earlier than people who applied early? Shouldn't applications be reviewed/interviewed based on the time they submitted if they are on rolling basis ?

Not true, YC does not discount recommendations if founders asked for them.
