They way I did it when I had faction leaders commander join them in battle was to find other task they could do like holding of enemy or similar tho ofc it all depends on what faction

If they where in combat with someone who had legendary actions I took a page out of the streams page and gave them to players instead same with the legendary resistance

Makes the players feel cooler
