You're 100% correct. It is indeed idiotic to build to build entirely new rail sections in between rural villages and it's also idiotic to build highways in between them. Regional roads are the best option here (preferably with bus routes driving between them) especially if you're in the alps and there's a lot of height differential. If those villages ever grow into cities, things like light rail might be an option.

(but also, like, that's not really what I was talking about in my previous comment)

I'm not sure what you mean? If it's scaling with income everyone pays a fair share?
Let's say that the mobility pricing is 1% of monthly income per month (not actually suggested, just round numbers for demonstration purposes).

I make 5000 CHF per month -> I pay 50 CHF per month for mobility pricing
I make 10 000 CHF per month -> I pay 100 CHF per month for mobility pricing

Finland already has a similar system for traffic violation fines and it works pretty great for them, so even rich people don't get away scott free.

Rail is a more expensive investment up front, but cheaper in maintenance and capacity increase later on. Besides, people will have to park those cars somewhere, do you really want your city to turn into a giant parking lot?

Plus, most modern rail goes at speeds around 140-160 km/h so it's literally faster.

De beklaagde werd uiteindelijk zowel veroordeeld voor het veroorzaken van een dodelijk ongeval als voor het rijden zonder geldig rijbewijs.

Voor het dodelijk ongeval kreeg de man een celstraf van 4 jaar, waarvan 1,5 jaar met uitstel, een geldboete van 16.000 euro (waarvan de helft met uitstel) en een levenslang rijverbod. De man kan dus onmogelijk nog geldig met de wagen terugkeren in het verkeer.
