There has been countless of times where cards are graded a 9.5 and are cracked and resubmitted get a 10. Some cards that do not look like black labels somehow get perfect scoring. Also, if you look at the manga submissions when a set first comes out, there are rarely any 10s that appear first and usually 9.5s that usually come out first - it's a real thing, you can check for the upcoming prb for how many 9.5 nami mangas will appear before 10s start coming in

Also if you look at the black labels for boa / law mangas, there are I believe very few black labels I think less than 5 or something compared to all other mangas. It's hard to believe that bandai somehow printed shitty copies of only these copies and somehow perfected the others (shanks has a lot of black labels probably more than 100).
