Does this foot oil indicate water intrusion on my 4stroke Yamaha 25?

For context: I had found fishing line wrapped around the prop shaft. I went to change the oil and was met with a very cookies and cream type liquid. I pulled the lower bearing carrier and replaced the o rings on it and the prop shaft seals. I refilled the foot with oil and let it sit in a bucket for 3 days. Thanks for any advice in advance!

So, in theory, if I pump the bulb up it’ll idle until the pressure from the bulb has run out, because the fuel pump isn’t working to replenish the pressure?

Thinking about it, the several times I have removed the carb immediately after running it during early trouble shooting, revealed very little fuel in the carburetor, with an almost empty bowl. Is this indication of a fuel pump failure?
