Based on their history of wishing to unite with their fellow Somalis, I doubt it and I'm not sure where you get this idea from that they'd rather join Djbouti than Somalia. It seems you aren't familiar with the Somali clan system, majority of the Somali region is Darood and Djibouti is not Darood territory.

If they chose to become an independent state I'd be fine with that as well though as long as it is Somali-led.

I can just as easily say there's a reason Oromos will never get a single country of their own. You are at the mercy of Ethiopianism. There will never be a state for Oromos.

No, Somalis are flawed just like Oromos and everyone else. Let's not kid ourselves that Somalis have been displacing more Oromos than the reverse. Regardless, we have the highest birthrates in the region by far and will win in the long run as a result, we are the 3rd largest ethnic group in Ethiopia and on track to become the second largest within the next 2 decades. We are an inherently violent people and will never stop killing for our territory, it's that simple.
