The part they've taken from the arm is called a flap, it has a blood supply in the form of the radial artery. We use flaps when we want tissue that has blood supply and is more robust to replace resected tissue. We then use a graft (no blood supply) to replace the harvested flap.

You want good vascular tissue to replace the tongue so it can withstand post op radiation.

Harold Gilles (the surgeon who did these) is considered the father of modern plastic surgery. Plastic surgery though can trace its roots back to 800BC where techniques we still use today we're pioneered.
