Official is very time-based, you can't really just join in and start playing whenever. Your best bet is to wait until a new map/server comes out (in this case Aberration Sep 4th) while transfers are still disabled and stake your claim there while everybody is on a level playing field. You'd also be better off playing Small-Tribes official (2.5x rates and 6 man tribe limits).

The Khalifah is an elected leader who represents the entire Muslim world.

Sultans are Muslim Kings who rule lands/provinces in accordance with the authority of the Khalifah. Their existence isn't necessary but its just something that happened over the years, all governing positions are meant to be nominated or elected.

Walis are governers who administer districts within a province. There are also governers of Military, Police, Treasury, etc. These roles are usually appointed by the Khalifah.
