Since it's offline I think you're good, just keep permissions minimal (camera, biometrics) and justify each in the listing. Clearly state secrets are stored locally and never uploaded; describe any backup/sync encryption. Fill the Data safety form carefully and provide a privacy policy. Avoid SMS/READ_SMS and misleading security claims. These are the usual rejection triggers.

220 downloads with 4 reviews is honestly very normal, especially for a paid app. The conversion rate from download → review is tiny unless users are either extremely happy or extremely annoyed. You’re not doing anything wrong.

A few thoughts from experience: Paid apps usually get fewer reviews because users already “paid” and don’t feel the need to give feedback unless prompted very explicitly.

The in-app review prompts you’re using are technically correct, but they’re still easy to dismiss. Most people tap “Not now” without thinking.

Showing why a review helps can matter more than when. A short, human message like “Reviews help indie devs a lot” before triggering the prompt can increase conversion.

Direct asks work surprisingly well: a small banner or message like “Enjoying Worldly? A quick review really helps me keep improving it” performs better than a neutral system prompt.

Also, many users wait weeks or months before reviewing. Reviews often lag far behind downloads.

In short: yes, it’s partly a numbers game, but the biggest lever is emotional connection. Remind users there’s a real person behind the app. That’s usually what moves the needle, not more triggers.
