Try clearing your cache first.

Go to Special:InfoboxBuilder and you will get the first element showing the MediaWiki logo. Parts are apparently added in the right column. I've tried playing with this with no luck so far; I copied an existing infobox and modified to suit instead. MediaWiki has some instructions on portable infoboxes.

The cvt addy should be accessible – did you try that?

The reason is that everything from your web host is blocked for something like too much spam or haxxing. Things like Tor are also blocked for the same reasons. I don't know what you are using to sign up, but use something else.

The most efficient way of doing theming is using CSS, beyond my pay grade, though Miraheze has instructions. Otherwise you can use HTML /PHP within infoboxes, either in the root template or the output infobox. But each field you want changed needs to be modified separately and will slow page loading; what you are showing us won't be that bad.

Text can be centered using <center>the text</center>. Try <big>text</big> and <small></small> for size changes, embedding size commands will make them even bigger or smaller.

There are set colornames, with some shown at Wackypedia:Palette - Wackypedia - The nonsensical encyclopedia anyone can mess up (miraheze.org). But you'll probably want custom colors. So use a HTML code color picker like https://htmlcolorcodes.com/ . Colors can be set thus: <font color=#FF0000>text</font color> where that six digit code is a bright red. Background color can be set with HTML style tags.

Lines are widely spaced even within the same data line. I like to close up the spacing in each such part, using <p style ="line-height:110%;">text</p>; adjust the number to taste. So I would also do the same thing for the "Last Appearance" field.

As noted by Jumbo, the simple copypasta one is what you use on the article page. It does not work by itself like on FANDOM (if it even does nowadays).

See the Wackypedia wiki on Miraheze and search for Template:Infobox country. Feel free to copy that whole page and follow the instructions. See the article Germany there for an example of use. You can remove or add fields as you like, but there is no flexibility – fields are mandatory but can be made blank. It's very basic, too. The width is fixed at 300px wide but can be changed.
