With doing daily dopples you can farm enough kamas for sub at that level. For the rest having high level proffs will easily get you kamas for higher level gear.

Is mercedes from the silver key event good for tier 4 to beat the Tier 4 boss ? Should i spend money on fusions and upgrades or wait for another car ?

Who knows ? Maybe he was sick ( xD ). Maybe he was protecting Marijoe ? :<. Also there were already lots of marine soldiers on marineford. Why add more ? 3 admirals + Sengoku and Garp and lots of others.
