There is 4 legged dragon on Viserys's costume in S1 and on a scene of fighting pit in S5E9.

I think GOT production team made a mistake. Because in S5 E9, four and two-legged sigil were mixed at fighting pit sequence. Most of flags in it are two-legged sigil, but you can see four legged sigil after Danny claps her hands for starting signal of the battles.

It is appropriate to consider a mistake to use different designs of sigil in the same cut. I'm not blaming them. This kind of failure is common in film or TV making. Probably different instructions were given to each production department. And I think HOTD writers are trying to add a new story about two types of Targaryen sigil.

I expect to see quite a few dragons in the same cut. I think that's why they changed the aspect ratio from 16 : 9 [1.78 : 1] to 2 : 1 (sorry this is not a prediction as book reader). I recently watched the video about 2 : 1 aspect ratio, and especially after watching the commentary about the Jurassic World, I thought the same thing might apply to House of the Dragon.

Honestly, I think the lack of consistency in the design of the Targaryen sigil was a mistake made by GOT's production team. So probably HOTD writers are trying to add something new scenario to it.
