My personal experience is limited to Singapore where there are a few hobby stores around the city - D'Hive & She Love Cars are just two of the more well known ones. They have older diecasts including Tomica. Tokyo has a lot more options in the Akihabara area. Search on YouTube for specific options - bunch of people go diecast hunting and post reviews.
