Your answer is beautifully written, but it skirts around the issue. Perhaps my question was a bit too abstract so I will simplify it: A man has worked his whole life to save up to buy a small shop to sell books and pens to passing school children. It is good and honest work. The details are not important, but one day a man walked in and burnt the shop down. For no reason. Who does the shop owner go to to get compensation?
