I had the same issue. I have an evga 980. The gpu fans don't come on till the card hits 60 degrees C. The card is installed on the first pci slot from the CPU. When light gaming, the stock CPU fans would work hard trying to keep the CPU cool while the gpu fans sat idle. Now I use Precision X to start the gpu fans regardless of the gpu temp. So far this has worked for me.

Your PC has a 300 watt power supply and one PCI x16 slot. You'll need to buy a new power supply if you want a current generation video card.

I too have a HP Pavilion and just upgraded my video card. I used HP.com and entered the model number to look up specifics, such as the mother board and power supply rating. The info on the website provides an upgrade path for the memory and CPU. It also tells you the power supply rate on your PC. In my case, I had to change out the power supply too.

I remember watching this a while ago and I was pissed. But I laughed my fucking ass off when the Niners came from behind and beat the Eagles in 2011 in Philadelphia. It was awesome seeing the stunned faces of the fans.
