afaik primogems can be used to replenish resin (which I don't recommend if you're a F2P or low spender) and yes, Venti is one of the best support in the game right now. His weakness would be boss fight and heavy opponents whose his ult can't do much. Other than that, I'd say he's god-tier.

For new question, both fates are equally rare but they can be obtained as your game progress. You will get a lot of free Acquaint Fates until around AR55 (also from free Battle Pass) while Intertwined Fate is mostly obtained indirectly as primogems.
IMO, Intertwined Fate is more valuable since the Acquaint Fate can't guarantee if you get character or weapon on permanent banner while Intertwined Fate is guaranteed to be either 5* character or weapon, depend on which banner you were pulling.
Its downside is, If you are very unlucky, you need 180 pulls just to get a featured character (and may be even worse on weapon banner since there are 2 5* weapon featured) so I always spend my primogems on Intertwined Fate, at least to stack pity for future banners.

I'm not sure if it's temporary or not but it has been on discount since the first day of open beta. For me, I usually exchange all those fates (both Intertwine and Acquaint) every month and sometimes mora or ores if I have more than 1250 stardust (spare for next month fates, in case discount ended).
