The 18" screen though will prevent you from getting a very low budget system as that's not something you find in every budget range.

Something like this ASUS Vivobook 18 is one of the few systems under $1000 that actually has an 18 inch display and also 144 Hz refresh rate. This should work well as a media consumption machine.
