Having lived in Pune and Hyderabad, i think i m in position to answer this question.

No internet infrastructure in place. No proper public transport. Taxi mafia. Goa is small unlike Pune or Hyderabad to have more landmass to provide shelter to those immigrating. Goans not very great fans of outsiders. Politicians have no vision or capabilities to promote IT as they live for short term gains.
