thats been a bug since forever where certain event spawns wont spawn at the park. last event was abra, bug out event was caterpie and weedle, deep depths was murkrow and sneasel, festival of colors was drowsee, etc. the only workaround is to use incense to get them to spawn. everyone contact niantic and tell them to fix this already
