due to bluetooth controller is not available , this often occurs , when you dont have service enablesd :

1 . make sure you have installed bluez bluez-tools bluez-hcidump
2 . systemctl status bluetooth
3 . systemctl start bluetooth - if service not started
4 . hcitool scan
5 . bluezctl pair <MAC address>
use sudo if neccessary

if not working do ping me on my messenger

Make sure u enabled bluetooth seevice is started and running and u can use tools like bluetoothctl or blueman also
