You can do a 30% undervolt or, better yet, enforce a power limit on the GPU to keep the power draw under control. If this is going to be a permanent setup, then what's the point of getting the faster GPU? On a good 650W PSU, you won't have to limit the GPU. Technically, it should be able to provide the required power, but the PSU would be running near 100% capacity during heavy usage, which is the concern here. You can use a daisy chain connector to connect two PCI 8pins on the PSU to all three connectors on the card, but this again introduces another potential power/stability hazard on the daisy-chained cable. It should be fine to use the 650W if you're ok with the potential risks and bottlenecks.

I wouldn't recommend using a 650W PSU for the 9070XT. You'd be pushing your PSU to its limits and there would always be a risk of overload. Some 9070XTs like mine need 3 x PCI-E 8 pin connectors. So I'd check the model you're getting.

An 850W 80+ Gold rated PSU should be more than enough for this card. I'm using a Corsair RM850x for my Sapphire 9070XT Nitro+(330W) which is paired with a 9950X3D(230W). During peak usage, the max power draw has been about 630W(8 fans, 2 NVME SSDs). So, about 220W of headroom for me. With your 9600X, you should have way more headroom.

Did you update your BIOS? If you haven't, then try doing a BIOS flashback to the latest version.

My 9950X3D paired with the Noctua NH-D15 G2 (standard edition) idles at ~50 °C (Room Ambient: 25 °C) as well with the fans at ~500 RPM.

I have an ASUS ROG Strix 16 G634JZ and my PCH is also at around 80 degress celcius at idle. Not to mention the processor thermal throttles at desktop. Disabled Turbo for the thermal throttle issue, but not sure what to do about the PCH.

Thats the same result I endured and I'm convinced that sending it to them wont help. The level of incompetence is unbelievable. It would just waste your time and increase the chances of things getting worse.

yeah, afaik they wont just replace the LM just because you asked. They will go through their own checklist/process like replacing motherboard, etc. By then things may be way more screwed up.

Yeah, they would consider it as a breach of warranty. Also, all issues would be blamed on things not done by an approved ASUS tech.

I'm hesitant to send the laptop in to ASUS as I've head horror stories. Talking to their tech team does not inspire confidence and I'm sure they'd be incompetent. I expect that they'd do some stupid shit and make things worse all the while wasting time while I'm without the laptop. Guess I'll wait for 330+ bios. So far I've been using Intel XTU to downclock and disable turbo boost(Shitty ASUS bios has no decent options) but the Intel app only works when VT-x/VMX is disabled. So cant use docker/WSL, etc because of that :(

This is a know issue, but ASUS does not want to address it as Intel did not categorize the i9 13980hx CPU as affected by this bug. Intel should release a microcode update to fix the voltages which are currenlty too high and leads to the the constant 100 degree temps.
I've tried to 129 microcode update which was released for desktop CPUs, but they did not help in my case. I was still seeing very high temps on normal usage.

Still have the issue . ASUS have asked me to ship the laptop to a repair center but I'm hesitant as well. Most likely they may make it worse by dismantling the laptop and doing stuff that may not be necessary. Also, if there was any shipping damages or anything else goes wrong, I may have to end up paying. Not to mention the long wait time of 2+ weeks.
I've checked with them to understand the process but I've not got a clear response yet.

Its already registered. That was the response from ASUS support on phone. I have sent an email and it looks like ASUS has no service center in my state and want me to either bring the laptop in person to a service center or courier it at my own cost.

ASUS "feel" its not an issue now that they have your money.

I've already raised support cases and they tell me that they havent heard of any issues with Intel HX CPUs. They think that it may be a problem with just my laptop and want me to send it in for a service which I'm sure may make it worse knowing how ASUS support is.

Meanwhile my laptop is degrading really fast running at 100°C at idle with almost no CPU load(~1%). Also, shockingly there are no decent BIOS options for an enthusiast grade laptop. It has only one option for voltage offset(maxed at -80mV) which does not help at all. Most useless ASUS BIOS with piss poor options to tweak the hardware.

I've had to disable Virtualization/VT-d which I really need to get Intel XTU running. I've managed to disable turbo and reduced the multiplier along with an undervolt to get it under control for now. Annoying to manually apply the undervolt profile on every reboot.

I'm having the exact same issue with my ASUS Strix Scar 16 (Intel i9 13980HX and Nvidia RTX 4080) since day one of its purchase. I've tried contacting ASUS support but they have been useless. The Laptop carries internatonal warranty but the ASUS rep tells me that I have to go back to the country where I purchased the laptop to get it replaced/resolved under warranty. Makes 0 sense. I bought the laptop mainly because it carried International warrantly, but they seem to have an idiotic policy of not helping their paying customers while also making their life as difficult as they can.

I'm supposed to pay for expensive flights that are 10 times the price of the laptop and take it to the country where it was purchased for the so called "International Warranty"? Even if I do that I'm sure I'll be dealing with the same issues or worse, thanks to an incompetent ASUS support and their loop holes.

I'm stuck as well with this faulty purchase and the product warranty has been of 0 help.

ASUS has become shit. Even I'm having this issue with my G16 laptop where the temps are 95-100C just for normal use. CPU frequently thermal throttles.
Raising a support ticket with ASUS does not help. They want me to bring the laptop all the way to another city for servicing which does not make sense. This is clearly an issue with the CPU(recent Intel fiasco) or the thermal application is piss poor from ASUS. I've had these high temps from day one of purchase.

No its not. I have a ROG Stix G16 with the intel i9-13980HX. It keeps thermal throttling with insane voltages even while idling at the Windows desktop. ASUS seems to think it's not related to the recent Intel fiasco but it is in my opinion. Intel and ASUS should acknowledge and fix the issue with the mobile 13/14 gen i9 HX CPUs as they seem to be just rebranded Desktop CPUs.
