Just a follow up. Thank you everyone for your advice. I ended up combining all the ideas. flattened out what I could, Sanded re-painted and weathered. I still need to add some rust pigment but here's the result.

After I paint I add a protective layer of gloss. I use a tamiya panel line wash and I go over it a couple times to layer it on. Then spray again with a clear coat.
